Support System

 A variety of support is provided to foreign and foreign-affiliated firms that expand their operation to Kobe and are accredited either by Hyogo Prefecture as an International Economic Exchange Business or by Kobe City as a business which meets the conditions under city regulations. This includes support through financial assistance for expenses such as office rent, market research costs, and registration fees. You can also receive professional consultations and referrals to free temporary offices.
 In addition, we can also refer you to the Kobe Commerce, Industry and Trade Center Building as well as other office spaces located in the city. Moreover, we also have assistance programs related to tax breaks, employment and capital investment, so please do not hesitate to inquire.

  • Office Rent Subsidy System [Kobe City and Hyogo Prefecture]

    Subsidies are provided for offices rented in Kobe City.
    ・Subsidy amount: up to 50% of rent (utilities and taxes excl.)
    ・Maximum amount: JPY \1,500/m2 per month; JPY \2,000,000 per year
    ・Max. Subsidy period: 36 months
    Please note that if offices are rented outside of the Kobe International Economic Zone, the maximum subsidy amount is 25% of the rent, with an annual cap of JPY \1,000,000.


     Exclusive to the Kobe International Economic Zone (see map below):
     If the amount of rented space exceeds 200m2 and the number of employees is 14 or more, an additional subsidy may be provided by the Kobe City Government.

    ・Subsidy amount: up to 25% of rent (utilities and taxes excl.)
    ・Maximum amount: JPY \750/m2 per month, JPY \9,000,000 per year
    Please note that the number of employees required to qualify for this subsidy may differ depending on the size of rented space.

  • Subsidy for Market Research and Related Expenses [Hyogo Prefecture]

    Companies that establish an office within the Kobe International Economic Zone are eligible to receive a subsidy covering some expenses related to market research.
    ・Maximum subsidy: 50% of qualifying expenses
    ・Maximum amount: JPY \1,000,000

  • Subsidy for Company Registration and Related Expenses [Hyogo Prefecture]

    Companies that establish an office within the Kobe International Economic Zone are eligible to receive a subsidy covering some expenses related to company registration.
    ・Maximum subsidy: 50% of qualifying expenses
    ・Maximum amount: JPY \200,000

  • Navigator System [Kobe City and JETRO Kobe]

    At no charge, we can provide initial professional consultations regarding Japanese corporation and branch registration procedures, residence qualifications, social insurance, accounting, tax payment and other topics. We can also provide free translation and interpretation services in relation to the above.

  • Free Temporary Offices [JETRO Kobe]

    Companies moving to the City of Kobe or Hyogo Prefecture may be provided with a temporary office space free of charge.
    ・Maximum Use Period: approx. 3 months
    * You may be required to provide a security deposit before moving in. This deposit will be refunded to you at the end of the contract period.
